UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a recent study of municipal councils, UK councils are planning to offload community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that six out of ten of councils are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling public land and land to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of authorities seeking to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and utilising savings to manage growing financial challenges.”

Specific Cases of Planned Sales

Medway Council in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Increases and Broader Financial Pressures

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to raise council taxes next spring to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these take time to deliver both improved services and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently further found council budgets being stretched by the growing number of young people and adults needing special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the Send system until next year after a white paper setting out those changes has been postponed.

Deprivation and Funding Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest IMD measures,” said the study.

“While only one key city is among the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of England. The data highlights the scale of challenges confronting municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and need,” stated Michael Mordey.

“Without this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the study revealed.
